Regulation: Changes to MaPrimeRénov' in 2025

The French government is considering suspending the MaPrimeRénov' program starting Tue, Jul 1, 2025. This initiative, launched in 2020, was designed to assist low-income households with state-funded renovations such as insulation and heating system upgrades, with the goal of reducing both financial and energy costs, as well as greenhouse gas emissions.

Increased Demand and Budget Constraints

MaPrimeRénov' has been generating approximately 1.8 billion euros in renovation work monthly. In the first quarter of 2025, the number of benefiting households tripled compared to the same period in the previous year, as reported by the National Housing Agency (Anah). Due to this surge in demand, the 2025 budget was depleted by mid-June. The government is currently evaluating whether to replenish the funds.

Extended Processing Times and Fraud Concerns

As demand has increased, so have delays in processing subsidy payments. Currently, companies must advance the aid amounts to their clients and await reimbursement from the state. This delay has been growing longer since the beginning of the year, attributed to increased demand and fraudulent activities. In 2024 alone, 44,000 fraudulent applications were identified, representing one out of every ten aid requests.

The Ministry of Housing has acknowledged the service overload and indicated that decisions will be made in the coming weeks, with further announcements expected in June.
